The invention discloses a method for synthesizing N, N-bis (2-hydroxyethyl) aminomethyl phosphoric acid diethyl ester, and relates to the technical field of flame retardants. The synthetic method comprises the following steps that diethanol amine is added into a reaction flask, paraformaldehyde is slowly added at the temperature of not more than 100 DEG C, then stirring is carried out at the temperature for reaction for 1 hour, cooling is carried out to reach 60 DEG C, dimethyl phosphite is slowly dropwise added, the reaction is carried out for 3 hours at the temperature, after the reaction isfinished, reduced pressure distillation is carried out, and the intermediate fraction is the product. The method has the main advantages that the hydrolysis of an intermediate is avoided, the yield is increased, meanwhile, no wastewater is generated in the whole reaction process, and a used solvent is recycled and reused.
