The invention discloses a fluorescent probe ruthenium complex, a synthesis method and the application thereof. The complex is obtained by coordination of 5-formyl-1,10-o-phenanthroline as a ligand andruthenium ions. A strong electron-withdrawing formyl is introduced to the 5th site of o-phenanthroline, which coordinates with the metallic ruthenium to obtain a hexa-coordinate ruthenium complex serving as a fluorescent probe for detecting cysteine and homocysteine, wherein the probe shows high sensitivity and high selectivity recognition on the cysteine and the homocysteine. In the presence ofother interfering substances, the fluorescence intensity is not changed significantly, and the probe shows strong interference capability. The probe has fast response and wide pH application range, does not require an organic solvent, and is a ruthenium complex fluorescent probe for detecting cysteine and homocysteine in a 100% aqueous phase.
